Our recommended strategy is to work from the inside of this circle outwards. As the Congregation works from the inside out, it builds strength by empowering its leadership to serve, while also enabling its members to engage in service. The Congregation should develop a detailed plan, including lists of individuals to serve first in the innermost circle. Once the needs of the most vulnerable individuals and the leadership are addressed, the Congregation can move to the second ring, focusing on the needs of those in the community who expect the Congregation to respond.
